• analysis of organisational and technical conditions related to excluding some assets and transferring them to the communes,
• analysis of economic and financial conditions related to excluding some assets and transferring them to the communes,
• analysis of legal conditions related to excluding some assets and transferring them to the communes,
• possible options of excluding and transferring some assets to the communes.
